In the 2025 Global Retirement Index by International Living, Greece ranks first in the world thanks to its low cost of living, Mediterranean climate, high-quality healthcare, and affordable Golden Visa program.
Every year, International Living magazine evaluates countries based on criteria crucial for retirees, such as cost of living, quality of healthcare, climate, housing, visa procedures, and ease of immigration. Greece has been named the best place in the world for foreign retirees to live, according to this year’s ranking in the magazine’s Annual Global Retirement Index.
Greece tops the list for the first time, surpassing traditional European destinations such as Portugal and Spain. As International Living editor-in-chief Jennifer Stevens notes: “Rising living costs and visa changes are pushing retirees to look for new destinations. Greece offers exactly what they need: beauty, safety, hospitality, and affordable housing options.”
According to the survey, the country achieved very high scores in:

At the same time, the Greek Golden Visa program—which grants a residence permit in exchange for an investment in real estate worth at least €250,000—remains one of the most affordable in Europe, offering a competitive advantage.
